eHealth Ontario is the organization enabling physicians and health care providers establish and maintain electronic health records (EHRs) for all of Ontario’s 13 million residents.

The Senior Manager, Education Centre is accountable for eHealth Ontario’s education functions, both internal and external to support the Agency’s goal to be an effective and efficient service organization. The key objective for the Education Centre is to establish a clear forward-thinking education strategy, and operationalize such a strategy to deliver cross-enterprise and external educational services to the knowledge base and skills of stakeholders and improved quality of performance. As a key member of the Chief Medical Informatics Officer’s (CMIO) team, the Senior Manager is required to have a clear vision in managing the Education function to identify the needs from all eHealth Ontario program areas and some external stakeholders, develop an education strategy and curriculum to ensure that the best possible education is delivered with high standards. The Senior Manager is also expected to be an effective visionary leader with strong strategic and operational management experiences in a health care setting with superb stakeholder engagement and partnership development capabilities. The Education Function, along with the other Centres in the CMIO’s portfolio, to develop the educational program using established knowledge management frameworks and deliver the education program with high-value creation activities. The Senior Manager is also expected to apply innovative and creative solutions (including modern technology platforms) to facilitate the education delivery. The Senior Manager, Education will work together with the members of the CMIO team to collaborate on enhancing the staff’s knowledge and understanding of the health care ecosystem and health information technology/management. S/he also advances policies and practices that enable effective knowledge management and education at the Agency.

Specific Accountabilities:

  • Lead the Agency’s Education Centre:
    • Establish an effective education strategy, and operationalize such strategy including curriculum development and partnership development
    • Oversee program to ensure quality, including delivery of the program, scheduling, curriculum development and progress/performance tracking.
    • Identify and establish the means of education program delivery including technology/virtual classroom, thought leader seminars, forums, lectures and/or conferences
    • Establish and maintain eHealth Ontario’s e-Learning platform, monitor the progress of learning and further evolve the education program
    • Ensure that effective and appropriate educational programs are delivered to eHealth Ontario employees and certain external stakeholders
    • Provide leadership to promote clear, consistent expectations, focusing on providing a successful outcome for learning
    • Ensure all education program development and delivery is on time and on budget
    • Identify new opportunities, develop new programs, seek out new partnerships and maintain relationships
    • Ensure continuous program evaluation and evolve the program to adapt
    • Responsible for Education department budgetary control and management
  • Develop and maintain partnership relations with external stakeholders, academic institutions and thought leaders
  • Develop a series of educational events, seminars and other instruments that will enrich employees’ learning at all levels
  • Ensure ongoing education portfolio evolution to best support the needs of the Agency
  • Establish effective recognition approaches and programs to ensure that the internal and external stakeholders are aware of learning objectives and successes
  • Lead planning and advocacy for program evolution driven by evidence-based workforce assessments and based on program quality and capacity
  • Support the CMIO team by contributing to the cross-enterprise information and knowledge management strategy and platform
  • Support the Director, Medical Informatics and Research to advocate the clinical value of the Agency’s programs and projects
  • Other duties as the Director, Medical Informatics and Research directs

 
Your Skills Make the Difference

Education: 

  • Master’s degree in health care or related disciplines with strong education/training and research background in health care; clinical experience is an asset;

Experience: 

  • Minimum of Eight (8) years relevant health care industry experience in training and education
  • Minimum of five (5) years of management experience in online education required
  • Minimum of two (2) years of teaching experience in health care institutions
  • Experience in education program curriculum development
  • Experience with designing, delivering and facilitating virtual learning sessions
  • Strong experience with learning management systems (eLearning)
  • Teaching experience of health care informatics/health care management at academic setting strongly preferred

Technical Knowledge and Skills:

  • Keen awareness of emerging trends in the health care , health informatics
  • Extensive knowledge of International, Canadian and Ontario health care sector
  • Demonstrated success in development and delivery of education strategies to diverse audiences
  • Must have completed high level training and/or education in curriculum design and evaluation, learner assessment, and evaluation of the impact of education and training interventions
  • Exceptional strategic planning, stakeholder engagement and facilitation skills
  • Outstanding communication skills, written and verbal
  • Proven organizational, management, and leadership skills
  • Working knowledge of the objectives and standards required of an education program
  • Working knowledge of Ontario legislation related to education programs, AODA and French language, Ontario government procurement directive and policies
  • Strong background in knowledge management framework and methodologies, learning technology and research
  • Experience in researching, selecting, and developing training curriculum, content, materials to meet learning needs
  • Exceptional problem solving and analytical skills that can be applied within a complex, dynamic environment
  • Exceptional interpersonal skills, effective in managing teams and stakeholder expectations with proactive approach
  • Strong program and project management knowledge and skills
  • Strong business acumen and consultative skills, ability to influence others
  • Exceptional partnership building skills with external stakeholders including academic institutions and other health care organizations
  • Working knowledge with medical and/or business school curriculum development experience, case-based education method, and comfortable leading active class discussions
  • Results focused allowing for proactive identification and resolution of complex issues
  • Strong experience in e-learning module/platform selection, development and implementation
  • Demonstrated effective organizational skills with clients
  • Strong ability to manage, coach and motivate high-performing team
  • Ability to work in a fast-paced, changing organizational environment with pressing deadlines
  • Self-starter and ability to motivate teams
  • Proficient with Adobe Suite, Microsoft Suite, working knowledge with FLASH, JavaScript etc. an asset
