Global Human Resources Senior Manager - Ottawa, Ontario



Established in 1969, Telesat is one of the early pioneers in satellite communications and systems. Continuing its fifty-year history of innovation, Telesat is developing a state-of-the-art, high capacity low-earth-orbit (LEO) constellation consisting of several hundred satellites that will deliver transformative, fiber-like broadband to commercial and government users worldwide. In January 2018, Telesat successfully launched its first LEO satellite, which is currently supporting testing with existing customers and potential suppliers. Reporting to the Head of Global Human Resources, the Senior Manager is responsible for overseeing the delivery of human resources services globally which includes: workforce planning, metrics and analytics; compensation; classification; onboarding; employee relations; performance management; occupational health and safety; policy framework; budget planning and management; and compliance.

Key responsibilities include the following:


  • Lead the Human Resources team
  • Assist in the development, implementation and management of global human resources policies, programs and initiatives
  • Assist in the development and management of workforce plans and identification of critical skills shortages
  • Administer and provide input with regard to the onboarding, job evaluation, compensation, performance management, and attendance management programs
  • Provide advice and operational support on human resources matters and be accountable for the quality and effectiveness of human resources services and programs
  • Ensure compliance with human resources policies, procedures, systems and practices, and legislative requirements
  • Establish and maintain strong working relationships within Telesat and its subsidiaries in support of human resources operations
  • Be accountable for identifying, promoting and supporting corporate initiatives
  • Create a work environment that fosters collaboration, quality, open communication, respect and innovation
  • Develop and be accountable for implementing and managing the Company’s and its subsidiaries workforce budget, plans, and initiatives and the HR operating budget
  • Assume responsibility for the functionality of and data integrity maintained in the Human Resources Management System
  • Ensure relevant workforce metrics are captured and maintained and that relevant and timely reports are produced which provide the senior leadership team with in-depth analyses and issues and trends
  • Be accountable for internal and external reporting
  • Serve as a member of the Occupational Health and Safety Policy Committee and ensure legal compliance with health and safety programs within various regions.
  • Maintain current knowledge and understanding of relevant regulations, applicable laws and current human resources practices and ensure compliance with all human resources related programs, including all human resources Sarbanes Oxley controls
  • Manage and track purchases, contracts and service level agreements for the department
  • Participate in or assist team with various audits with external auditors


The ideal candidate will have the following:

  • University degree in human resources management or related field with a minimum of ten years in a global HR management/leadership role and a Certified Human Resources Designation
  • Sound knowledge of global human resources practices and legislation
  • Demonstrated experience effectively building and managing a successful human resources team
  • Proven leadership skills, including ability to think strategically and be committed to the success of the Company
  • Exceptional interpersonal skills, effective negotiator, and highly flexible
  • Demonstrated ability to be highly effective in a fast paced environment
  • Excellent verbal and written communication, presentation, time management and analytical skills
  • Exceptional attention to detail and ability to meet tight deadlines
  • Unquestionable integrity and work ethic, sound judgment and decision making, strong business acumen, and exceptional problem solving
  • Significant technology skills, in particular with the Microsoft Office Suite and Human Resource Information Systems
  • Experience implementing enterprise applications (e.g. Human Resources Management System, Applicant Tracking System)
  • Ability to work independently and effectively under pressure
  • Ability to be cleared under CGP (Controlled Goods Program)
