LEO Terrestrial Network Leader - L41-2019 - Ottawa, Ontario

Telesat’s LEO satellite constellation requires a global telecommunications network, the Terrestrial Network, interconnecting the ground elements of the system, including the Satellite Operations Centre, Network Operations Centre, up to 50 Landing Stations, and approximately 15 Landing Station Aggregation Nodes/PoPs. The Terrestrial Network will consist of terrestrial fibre, submarine fibre, and possibly other telecommunications technologies.

 

How You Will Contribute:

  • Lead Terrestrial Network activities and manage the Terrestrial Network team
  • Take overall technical and engineering responsibility for the Terrestrial Network architecture and topology
  • Support selection of standards, specifications and protocols required to provide highly secure and highly reliable communications between numerous and highly distributed elements of the Telesat LEO System
  • Identify availability of fibre connectivity options around the world, including most cost-effective use of global, regional and local service providers
  • Evaluate and appropriately consider legal, regulatory, economics, taxes, security risks, political risks and commercial stability of the numerous countries around the world where Telesat LEO data will traverse or be stored
  • Optimally balance CapEx and OpEx while managing risk, cash-flow, diversity/reliability, capacity/scalability and on-time availability
  • Support best selection of sites for Landing Stations, PoPs, Data Centres, Operations Centres
  • With Telesat legal and contracts, lead procurement of terrestrial connectivity services from initial engagement, to term sheet, to draft contract, to signed contract and into live operations
  • Negotiate service provider contracts with strong and enforceable Service Level Obligations that give Telesat appropriate options to deal with any deficiencies in the supplier’s provision of services
  • Participate in and contribute to end-to-end Cybersecurity design, validation and operations of the system
  • Organize and participate in reviews, as required, with Telesat contractors and supply chain
  • Support system integration, verification, transition to initial system operations, scale to full operations
  • Plan and forecast effectively, and deliver to budget and schedule
  • Represent Telesat to customers, suppliers and partners
  • Provide expert advice and guidance to the Telesat executive team

The ideal candidate will possess the following:

  • Four-year university degree in an applicable field of study, preferably a technical degree
  • Minimum 15 years of increasingly responsible leadership experience, with at least 5 years in a telecommunications-related position
  • Solid technical understanding of high-speed global telecommunications, terrestrial fibre, submarine fibre, routing, switching, data centre connectivity
  • Up-to-date familiarity with the world’s telecommunications infrastructure, technology, service providers, competitive terms, competitive pricing, payment and other factors
  • Knowledge of modern telecommunications standards and practices, understand the strengths and weaknesses of alternative implementations, and experience deploying, expanding and operating real-world high capacity telecommunications networks
  • Relevant experience working for or with major telecommunications service providers, both in North America and internationally
  • General understanding of data network engineering and operations, troubleshooting and fault restoration, including commissioning of new services, effective test and transition to ultra-reliable 24x7 operations
  • Specific experience selecting, negotiating and purchasing significant dollar-value telecommunications services and equipment from suppliers in a manner such that total cost of ownership is fully understood with high confidence and such that Telesat achieves best value for money
  • Experience organizing and managing diverse and dispersed multi-disciplinary technical and support teams
  • Good international telecommunications experience
  • Previous experience in a senior position at a telecommunications service provider, or previous experience in a senior position at a major user of telecommunications fro a service provider
  • Strong leadership
  • Excellent oral and presentation skills and strong written communication skills
  • Proven problem solving and analytic skills with a track record of successful outcomes
  • Strong work ethic
  • Proven ability to build and maintain effective relationships both internally and externally
  • Willingness to travel domestically and internationally
