The Divisional Manager, Occupational Health and Safety, CANDU Reactor Division Operations is responsible for the operational leadership of a centralized Occupational Health and Safety organization that will ensure the consistent delivery of occupational health services and management practices for the CANDU Reactor Division's (CRD) Operations organizations.
Through liaison with the Director of Occupational Health and Safety, the Divisional Manager, Occupational Health and Safety CANDU Reactor Division Operations will be responsible for ensuring that company-wide Occupational Health and Safety programs, policies and procedures are operationized/enacted across all CRD organizations/projects to satisfy AECL’s Occupational Health and Safety and regulatory requirements consistently and continuously.
Duties:
Essential Responsibilities
· Executes within CRD Operations, a safety strategy that meets business/client needs, streamlines work processes and ensures compliance with company-wide OSH and RP requirements.
· Directs and oversees all safety functions for CRD Safety Operations to assure that all work activities align with management needs, company-wide OSH program requirements, industry best practices and regulatory requirements ensure the consistent interpretation of company-wide OSH requirements into work level processes.
· Raises process awareness by helping CRD OSH managers and line managers to set safety procedures and performance metrics to ensure consistency in application and efficiency within CRD Operations.
· Reviews all CRD Operations specific safety procedures and operating instructions to confirm compliance with company-wide safety program requirements and alignment between projects. Identifies gaps in program components and delivery materials for CRD Operations, provides commentary and funnels/reports feedback to OSH Safety Managers and to the Program Manager, OSH.
· Manages CRD Occupational Health and Safety and Radiation Protection staff; liaising with the Program Manager OSH, for business and budget planning, processes and/or procedures as required for CRD Operations safety implementation. Reviews and implements and OSH resources model that optimizes efficiency in program delivery while meeting all legislative requirements.
Incident Management
· Directs CRD OSH Managers to ensure a coordinated effort and appropriate response to incidents, injuries or near misses in the field as necessary to support line management. (Divisional Manager OSH Services CRD’s involvement is response contingent on severity of situation and operational complexity). Ensures that CRD OSH Managers monitor and regularly report on the status of various stages of incident management, supporting line management in identifying actions to prevent re-occurrence. Ensures timely and effective incident management as per established OSH metrics. Oversees the CRD Divisional OSH Team of managers and specialists in the investigation process in response to incidents, injuries or near misses in the field.
· Coordinates and directs the provision of proactive and ongoing counsel and coaching to the CRD OSH team and line managers on all requirements under OSH to ensure safe work practices, appropriate resolution to incidents, injuries or near-miss situations and alignment with company-wide OHS requirements and legislation (e.g. shut down, lock down, work stoppage etc.)
· Ensures, that CRD OSH Managers and staff lead the effective implementation of “corrective actions” as a result of incidents, injuries or near misses in the field Reports to Senior Management and OSH Management, regularly and in prescribed formats (OSOC, NPARB etc.) on progress and timeliness of management in implementing corrective actions.
Inspections
· Directs CRD OSH managers and professionals in conducting scheduled inspections to ensure operations are compliant with legislative workplace inspection requirements (e.g. frequency, process etc.) Regularly reports on issues and progress of inspections in accordance with OSH protocol. Drives the resolution of issues from inspections with CRD OSH Managers and Line Management and follows up on and communicates the status of required actions in prescribed formats.
Audit
· Oversees the conduct of OHS field audits to evaluate operational compliance with legislative and corporate OHS requirements.
· Ensures that CRD OSH Managers evaluate audit results, facilitate the development of appropriate corrective actions and regularly communicate and monitor implementation.
Program & Training Delivery
· Provides oversight and direction with respect to the delivery of Occupational Health and Safety and RP training sessions and ensures CRD OSH and RP Managers follow up on and support safety educational programs by providing field ‘reminders’ to CRD Operations personnel to ensure required attendance and completion of Occupational Health and Safety Programs, and Radiation Protection Programs.
Program Management
· Liaises with the CRD OSH Management Team to define areas of need, and works with Program Manager OSH and other members of the OSH Team to develop short and long-term safety priorities for CRD Operations by identifying and implementing solutions for these areas.
· Provides clarity and/or resolve on escalated safety issues referred by line managers, and the CRD OSH Team.
· Continually provides safety oversight surveillance and may be called upon to perform hazard assessments for on-going and upcoming work.
· Working with, and under the functional direction of the Corporate Radiation Protection Program Authority, manages the implementation of the radiation protection program in CRD Operations projects and departments.
Qualifications:
· Post-secondary degree or diploma in Occupational Health & Safety/Industrial Hygiene
· Industry recognized designation considered an asset (e.g. CIH – Certified Industrial Hygienist, CRSP – Certified Registered Safety Professional)
· At least 10 to 15 years of prior experience in OSH positions of increasing responsibility including experience managing/supervising a team of safety professionals. OSH generalist background with training and experience commensurate with the wide variety of OHS and Radiation Protection arenas.
· Prior international OSH experience and experience managing OSH in a nuclear project/construction environment is preferred.
· Excellent working knowledge of the Canada Labour Code, Part 2 and the Ontario OHS Act and Regulations.
· General Knowledge of Radiation Protection Programs, typically gained in a nuclear environment.
· Effective leadership skills to manage a disperse team of CRD OSH Managers and professionals.
