General Overview:

 

The Performance Improvement Officer has a principal role to support safety culture improvement activities through the development, implementation, measurement and adjustment of the Human Performance program.  The Performance Improvement Officer will:

 

·         Facilitate/implement actions that will help support development and sustainability of a strong positive safety culture at AECL.

·         Have a highly developed set of inter-personal and written communication skills that provide the foundation for accomplishing a host of tasks focused on increasing safety awareness and improving safety-minded behaviours at AECL.

 

Duties:

 

The Performance Improvement Officer will support managers and these services will include but are not exclusive to:

 

·         Leading self-assessments of safety culture;

·         Formulating, coordinating and facilitating human performance improvement strategies to address departmental issues;

·         Overseeing and analyzing data from Observation and Coaching;

·         Providing guidance and mentoring managers and staff as required to improve performance;

·         Leading benchmarking activities;

·         Implementation, execution and evaluation of event free tools and improvement programs;

·         Monitor and analyze OPEX trends data on safety culture to identify precursors to problems and use information to persuade and influence managers to develop actions for improvements;

·         Preparing program documents as required, including standards, reports and procedures;

·         Developing training materials in collaboration with the project Training Department;

·         Delivering Human Performance training as required;

·         Writing and implementing effective communications and promotions;

·         Writing and producing Lessons Learned packages and other targeted information materials;

·         Providing support to management and established committees;

·         Conducting research and data gathering on safety culture and human performance issues using Internet and industry contacts;

·         Collaborating with other organizational groups to achieve common safety-culture related objectives;

·         Promoting organizational learning by developing and distributing OPEX;

·         Liaise with other retube and nuclear organizations to obtain and share OPEX.

 

Qualifications:

 

·         University degree / college diploma plus a minimum of five years comprehensive work experience in operations, engineering, maintenance, or research environment OR the equivalent experience resulting in sound knowledge of a related specialty in safety, training, leadership and communications.

·         A strong understanding of nuclear safety requirements and safety culture;

·         Excellent organization and execution skills;

·         Excellent and proven inter-personal skills with an ability to work well with all levels of the organization;

·         Ability to effectively communicate, written and verbally, in order to ensure accurate messaging with advanced speaking and presentation skills;

·         Familiarity with change management and safety issues and the ability to develop strategies that will address issues and concerns;

·         Strong priority management and project management skills with superior ability to manage multiple projects with diverse requirements and various suppliers to tight deadlines;

·         Familiarity and insight into overall operations in retube, related technology, functions of different organizational groups and inter-relationships;

·         Thorough knowledge of oral and written English, composition, technical terminology, and ability to prepare a variety of effective, well-written, high quality information materials and reports;

·         Ability to convert complex technical data and information into terms understandable by AECL’s many diverse stakeholders;

·         Knowledge and experience in the production of training and communications materials;

·         Demonstrated ability in problem analysis and action planning;

·         Strong research/verification skills using the internet and other information sources;

·         Advanced PC skills (spreadsheet, word processing, presentation software, etc.);

·         Demonstrated strong work ethics, sound judgment, tact and diplomacy;

·         Ability to work independently, with little supervision, and in cross-functional teams;

·         High degree of initiative, drive and innovation with the objective to develop informed and positive advocates for safety;

·         Flexibility to travel and work extended hours.
