Description:

Duties:

Reporting to the Supervisor – Cost / Estimate, the Senior Cost / Estimator is responsible for all aspects of estimating within Bruce Retube Project. As such, he/she will take a lead role in updating and maintaining the various cost tools that AECL employs, such as Cobra. In addition, when assigned to a Project Site they will provide complete cost control and estimating support to the Construction Manager in the execution of the project. The Senior Cost / Estimator analyzes project performance and prepares regular cost/schedule performance reports based on Earned Value Method, including:

·         Working with line accountable managers in Project Design, Tooling and Equipment Engineering, Field Division, Supply, subcontractors and vendors and Project Controls to resolve or mitigate identified cost variances in a manner that succeeds in reducing or eliminating negative cost consequences.

·         Acting as the Lead Cost Controller during his/her absence.

·         Monitoring and reporting expenditures against plan (budgets), as well as performance against plan using earned value techniques, generating forecasts (forecast to complete and forecast at completion.), and performing other cost control functions.

·         Gather and assess technical and cost data required for the preparation of detailed, full scope cost estimates for CANDU 6 Retube and other RCP projects, including engineering, procurement, equipment, project management, and project indirects.

·         Develop, maintain and use cost databases for CANDU 6 Refurbishment to allow for effective retrieval and analysis of data.

·         Review progress information and provide regular reports on achievement of project cost & resource management objectives. Actively participates in the analysis development of remedial actions with cost variances or potential variance are encountered. Participates in the decision making process to optimize the Overall Project Cost Control.

·         Operates a credible and service effective forecast change process and keeps an up to date and accurate record of forecast changes and changes to the contingency funding pool.

·         Advise and propose solutions on matters that could prevent meeting the objectives set out for the Project.

·         Liase with all partners on the project relative to Cost Estimating & Control activities.

Qualifications:

·         Relevant Degree from a College of recognized standing or equivalent plus a minimum of 8 years practical experience with strong knowledge in all areas of the planning / cost estimating and control environment.

·         Excellent and proven knowledge of Primavera scheduling software is desirable.

·         Experienced and knowledgeable user of project costing software.

·         Excellent working knowledge of microcomputer systems particularly Microsoft Excel software is considered mandatory. A similar knowledge of MS Access is desirable.

·         Sound demonstrated knowledge of project management techniques (i.e., Critical Path method, Earned Value Technique) and experience in work and resource planning, budgeting, monitoring, analysing and reporting is mandatory.

·         Must show strong initiative in collecting, integrating and analyzing all the information obtained from the different partners involved in the Project.

·         Able to achieve objectives under pressure of deadlines.

·         Excellent organizational skills with strong problem solving skills and accurate attention to detail.

·         Good understanding of company and project requirements, and able to offer practical suggestions for Cost Control involvement.
