Duties:
· To coordinate environmental assessment (EA) activities for a new project or activity undertaken at AECL sites in Canada. This includes, but is not limited to:
· Providing advice and guidance to project proponents on assessment strategies and requirements.
· Preparing EA documentation or assisting in the preparation of the documentation.
· Providing technical reviews of EA documentation prepared by a third party
· Maintaining a database of environmental baseline documents.
· Dispersion and environmental pathway modeling to predict the potential environmental effects of a project/activity.
· Review proposed regulations, standards, and emerging environmental assessment initiatives and to prepare commentaries as required.
· Maintain an electronic registry of EAs carried out for AECL's projects.
· Assist in the development of EA procedures, guides, etc. as required.
· The incumbent is responsible for preparing environmental assessment study reports. This may include but is not limited to:
· Making recommendations on the level of analysis required for environmental studies.
· Compilation of environmental baseline data.
· Environmental dispersion and pathway modelling.
· Analysis of significance of environmental effects.
· Preparing Environmental Assessment Study documentation.
Qualifications
· Bachelor degree in engineering or applied science from a university of recognized standing or equivalent experience resulting in a sound knowledge of some engineering specialty.
· A good knowledge of the Canadian Environmental Assessment Act and federal and provincial environmental regulations.
· Knowledge of contaminant migration in environmental media, environmental pathway modeling and dose assessments.
· Knowledge of environmental monitoring.
· Knowledge of radiation hazards, radiation protection practices and radiation protection principles.
· Be able to review, revise, and interpret technical/scientific documents.
· Excellent oral and written communications skills.
· Be able to work as part of a team and meet deadlines and schedules.
· Experience with AECL projects and licensed facilities would be an asset.
· Understanding of the licensing process applicable to AECL's activities would be an asset.
· Public speaking skills and knowledge of issues associated with the nuclear industry would be an asset.
· Resolution of comments from internal and external reviews.
· The incumbent interacts primarily with project staff. The communications typically commence the moment a project/activity is contemplated and end with the completion of the EA process, typically several months later. Communications occur on a regular basis. Initially the discussions are strategic in nature and influence the licensing approach for a project. Later the discussions are more technical in nature as the EA advances.
· The incumbent is responsible for estimating the effort and cost for completing Environmental Assessment Studies and for managing the budget allocated by the client.
