| The Port Hope Area Initiative (PHAI) is a Government of Canada project to clean up the low-level radioactive waste located in the Municipality of Port Hope and the Municipality of Clarington, both in the Province of Ontario. The Project Control Coordinator position is a project-based role that reports to the Section Head, Planning & Control. Duties Operating and maintaining the existing (aging) Welcome and Port Granby Waste Management Facilities (WMFs) and the to-be-constructed Long Term Waste Management Facilities (LTWMFs) in accordance with: - Terms and conditions of the licences, issued by the Canadian Nuclear Safety Commission;
- AECL policies and procedures, including work control and applicable elements of nuclear programs; and,
- Budget, schedule and process commitments.
- Establishing WMF operating procedures and maintenance schedules for equipment and piping and ensuring an adequate number of qualified resources are engaged to safely perform the required functions. Modifying and augmenting these procedures to accommodate the LTWMFs
- Establishing the design configuration for the facilities and maintaining it in accordance with Engineering Change Control best practices.
- Managing the resolution of all technical and operational issues that arise at the WMFs / LTWMFs during normal business hours and off-hours.
- Managing the implementation of capital upgrades to the facilities. Includes specifying requirements, assessing proposals and supervising contractors.
- Hiring staff as well as engaging contractors to support the WMF/LTWMF operation and performing all resource management and supervision functions.
- Managing an annual operating budget of ~ $1.5-2.0 million.
- Maintaining positive relations and managing the operational interface with key stakeholders.
- Preparing and submitting reports to the CNSC and other jurisdictional authorities.
- Participating in public meetings, hearings and other forums. As required, leading tours of the facilities for stakeholders and approved visitors.
- Maintaining up-to-date knowledge of the progress of the PHAI and undertaking preparations to ready the Welcome and Granby WMFs for the construction period, commencing in ~ 2011/12.
- Contributing to the timely definition of the technical requirements for the new LTWMFs and the review of design outputs that will form the basis of construction tender documents.
- Interfacing with construction contractors hired to engineer and build the LTWMFs. Ensuring that the WMFs continue to operate safely as the LTWMFs are constructed and their elements (waste cells) are systematically brought into operational service.
- As a member of the PHAI-MO management team, contributing to the development of plans and tracking of performance.
- Managing the implementation of the AECL and RTO initiatives that apply to the WMF/LTWMF operations.
- Other duties as required.
Qualifications - Bachelor degree in engineering (mechanical, chemical, environmental preferred) or equivalent qualifications.
- 10-15 years of experience in industrial operations, preferably in a nuclear or waste management setting, in roles of increasing responsibility.
- Experience working in a highly regulated industry and full appreciation of the obligations to be compliant in operations, maintenance and reporting.
- Strong sense of management accountability and possessing skills to lead others to effectively perform their duties.
- Excellent oral communication skills and proven capability to produce high quality documents.
- Good knowledge of process engineering systems and equipment (mechanical and electrical) typically encountered; experience operating water treatment equipment is an asset.
- Experience managing maintenance records, approving work permits, overseeing job performance.
- Core business management skills, including planning and budgeting and tracking of performance vs. target goals and managing human resources.
- Willingness to acquire new knowledge and skills to adapt to the changing operational requirements at the WMFs.
- Keen interest in maintaining positive working relations with a diverse range of stakeholders and the public.
- Able to work in a team environment to achieve the overall PHAI objectives.
