| The Port Hope Area Initiative – Management Office (PHAI – MO) was established by Atomic Energy of Canada Limited to fill the role of proponent for the PHAI projects. As such, AECL is responsible for the overall conduct of the PHAI projects – the Port Hope and Port Granby projects. The purpose of the Port Hope and Port Granby projects is to develop safe, local, long-term Management solutions for historic low-level radioactive waste (LLRW) in the Municipality of Port Hope and Clarington, respectively. The estimated 1.2 M m3 of historic LLRW in the Municipality of Port Hope and 0.4 M m3 of historic LLRW in the Municipality of Clarington are to be consolidated in aboveground mounds (i.e., Long-term Low-Level Radioactive Waste Management Facilities (LTWMFs)) to be constructed within each of the respective municipalities. The Port Hope and Port Granby projects, which trigger Screening level environmental assessments (EA) under the Canadian Environmental Assessment Act, have been subjected to an EA. The EAs have been completed to the level of Comprehensive Studies. A favourable EA decision has been received from the Responsible Authorities regarding the acceptability of the Port Hope Project EA and EA Follow-up Program Plan. A decision regarding the acceptability of the Port Granby Project EA and any associated follow-up program requirements is expected in the coming months. The EA Follow-up Program Coordinator will initially be based out of the PHAI – MO in Ottawa, with the understanding that they will be transferred to the Port Hope office for the start of operations (i.e., the construction and development of the LTWMFs). Note, however, that while the EA Follow-up Program Coordinator is based in Ottawa, they will be required to conduct field visits to the Port Hope area on a periodic basis. These visits will occur at any time of year and will be for the purpose of implementing various EA follow-up program work packages, communicating with key stakeholders, or meeting with PHAI – MO staff in the Port Hope office. Duties - The EA Follow-up Program Coordinator will scope, contract and oversee the preparation of the supporting follow-up program plans (i.e., Biophysical Effects Management Plan and Socio-economic Effects Management Plan) for the Port Hope Project.
- The EA Follow-up Program Coordinator will also prepare the EA Follow-up Program Plan and implement the various supporting program plans for the Port Granby Project, once an EA decision is received.
- Integral to all of the above activities will be the need to liaise with stakeholders such as the Responsible Authorities, other expert federal and provincial authorities, the Municipalities of Port Hope and Clarington, and the general public.
- The EA Follow-up Program Coordinator must assimilate and resolve technical and regulatory issues.
- Project management issues related to timely execution, staff and contract supervision, task scheduling, application of technologies and approaches, and overall project progress, must also be resolved.
- Contract supervision will include the preparation of technical scopes of work, the solicitation of proposals, and the award and administration of the resulting contracts.
- The EA Follow-up Program Coordinator will be required to assess proposed strategies, technologies, etc. for the fulfilment of EA Follow-up Program requirements and to defend their recommendations to management, the various regulatory authorities and the general public.
- During the development of the follow-up program plans and the implementation of the follow-up program activities, the EA Follow-up Program Coordinator will lead two to three teams in the fulfilment of the biophysical and socio-economic effects follow-up program requirements. The teams will be made up of PHAI - MO staff and/or multidisciplinary contractors, and in the case of the contractors, will have overall responsibility for contracted work associated with their specific areas of concern.
- Other duties as required.
Qualifications - The EA Follow-up Program Coordinator should have an Honours, or Masters, Science or Engineering degree (or equivalent relevant capabilities and experience) with a minimum of five years directly relevant experience.
- A working knowledge of the Canadian Environmental Assessment Act, the EA process and the demands associated with the fulfilment of EA follow-up program requirements.
- A general knowledge of radioactivity and radioactive waste management practices as well as a complementary area of expertise (e.g., geology, hydrogeology, biology, chemistry, etc.) would be desirable.
- The EA Follow-up Program Coordinator should be self-motivated, able to function independently and to demonstrate the capability of managing a multi-disciplinary team of technical consultants by exhibiting good judgement and leadership in technical and interpersonal areas.
- The work for which they are responsible must be performed accurately, and with attention to detail, under the pressure of stringent deadlines. Tact and diplomacy are also required during public and regulatory consultation events and general communications with the various stakeholders.
- The EA Follow-up Program Coordinator must have good oral and written communications skills, as well as good presentation skills.
- Internal contacts with the Regulatory Affairs Officer, the Manager of the Regulatory Affairs Branch, other Technical/Project Specialists, and to a lesser extent, but still to a significant degree, with all other PHAI – MO staff.
- External contacts with federal and provincial agencies and regulators, and contractors retained by the PHAI – MO. Also of note are key stakeholders such as the Municipalities of Port Hope and Clarington and members of the general public who would be contacted for the purpose of presenting scopes of follow-up program work packages and the results of any follow-up program work packages.
