Description:

Duties: 

Reporting to the Program Authority of Emergency Preparedness. Ensure a well developed, managed and maintained CRL EmP Program that will reduce the emergency incident impact for staff, community and plant. Ensure CRL site and staff are prepared to respond in an effective and timely manner to an emergency with plans, equipment and resources in place. Lead and manage the EmP Program at CRL site including:

  • Act as a principal advisor to all levels of CRL management on emergency preparedness response: CRL SEOs, Fire Chief, Security PM, Facility Authorities, Branch Managers, etc
  • Manage and maintain relevant internal and external communication interfaces including mutual aid agreements and benchmarking activities. Represent AECL on external committees and working parties, and provide guidance on a provincial and national level
  • Manage alignments between the various support teams required to cross-functionally ensure timely and effective response to an emergency (internal and external)
  • Provide strategic direction to align the program with emerging industry standards (HIRA) and best practices
  • Develop and/or provide oversight and approval of CRL program documentation
  • Manage program training to SAT (courses include: OIC, ES, IA, various EOC functions)
  • Ensure emergency response capabilities are assessed using drills and exercises and follow-up is recorded with actions managed through ImpAct
  • Ensure inspections, inventories and other operational activities are completed to timelines at both CRL and community locations
  • Evaluate site compliance against AECL EmP Program requirements. Lead/participate in various reviews, audits, self-assessments, inspections, etc.
  • Effectively develop and oversee budgets and plans (business, initiative and change plans)
  • Act to prevent or change any practice that contravenes with defined requirements
  • Ensure the program is compliant to relevant regulations and the site license.
  • Ensure continued alignment of the site program with the company program.
  • Support the AECL EmP Program Authority on various issues and initiatives including designate responsibilities

Qualifications

Education and Experience: Degree (or equivalent) in engineering, science or related discipline from a recognized university combined with 7 years of relevant work experience in emergency preparedness, radiation protection or management. Preference will be given to candidates with experience gained in a nuclear environment.

  • Will be required to take AECL Radiation Protection Group 3 training.
  • Will be required to learn and pass the requirements for “CRL EmP Program Manager” function.

Abilities:

  • Demonstrates “safety first” attitude. Ensure activities are conducted with AECL, public and employee safety foremost in mind
  • To comprehend or be cognizant with a broad range of technological and/or business issues (radiation protection, fire, industrial hygiene, security, logistics, communications – both internal and external)
  • Strong communications and interpersonal skills with ability to interface with all levels of management and staff across AECL. Interface corporately and nationally. Apply excellent communication, presentation, facilitation and leadership skills
  • To interpret federal, provincial and nuclear regulations and clearly communicate impacts to RTO, facilitate resolutions
  • Business planning and coordination skills
  • Ability to organize information, assess issues and take action within broad organization objectives dealing with a variety of diverse technical, complex organizational and economic challenges
  • Apply effective management principles in planning, organizing, directing, controlling and evaluating the program and improvement activities
  • Proven ability to develop, lead, coach, influence, manage and motivate cross-functional, multi-disciplined work teams to achieve high levels of professionalism and performance. Seasoned supervisory experience complemented with strong leadership skills. Ability to plan, organize and co-ordinate activities of self and others to achieve individual, department and program targets
  • Problem recognition and analytical cababilities for problem solving are essential for supporting the improvement of EmP across CRL and industry

Knowledge Of:

  • Emergency preparedness and all-hazards emergency planning
  • EmP Manual, procedures and training
  • Applicable Federal, Provincial and Nuclear regulations
  • Regulatory structure as it applies to AECL
  • Principles and practices of loss reduction and loss control
  • Recent developments, current literature and information related to EmP
  • Principles and practices of community interface and service
  • RTO core businesses and activities, including general knowledge of EmP processes
  • Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases
  • Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects
  • Principles of supervision, training, and performance evaluation
