Description:

The Port Hope Area Initiative – Management Office (PHAI – MO) was established by Atomic Energy of Canada Limited to fill the role of proponent for the PHAI projects. As such, AECL is responsible for the overall conduct of the PHAI projects – the Port Hope and Port Granby projects.

Duties:

  • Applying mature engineering knowledge and technical expertise to safely operate and maintain the existing (aging) Welcome and Port Granby Waste Management Facilities (WMFs) and the soon to-be-constructed Long Term Waste Management Facilities (LTWMFs) within the terms of the Waste Nuclear Substance Licences and applicable AECL operating practices.
  • Developing and maintaining procedures, maintenance schedules, equipment inventories, check sheets and protocols to ensure work processes are defined and conducted within the approved operating envelope. Responsibility applies to both the existing WMFs and the new LTWMFs. Will require knowledge transfer from Cameco the current operator.
  • Walking down the plant to establish and maintain the design configuration for the facilities and maintaining it in accordance with Engineering Change Control best practices.
  • Planning work and carrying out assignments based on broad direction with minimal supervision.
  • Identify and analyze technical or operational issues that arise at the WMFs / LTWMFs. Issues range from security to equipment performance, to instrumentation calibration and power losses.
  • Supports PHAI staff and Contractors in the implementation of capital upgrades to the facilities to address regulatory commitments, code compliance issues, and operational efficiency opportunities. This includes providing expert advice in recommending design requirements, assessing proposals and supervising contractors engaged to perform the upgrades.
  • Participating in the planning and development of operations and capital budgets, business plans deliverables, score card measures and tracking performance.
  • Providing oversight of established service contracts (e.g. environmental sampling and analysis, chemical unloading/mixing, equipment maintenance, grounds-keeping, etc.) and providing technical direction or work assignment to contractors in the performance of their duties. Acts as the “Contract Sponsor” and in this regard ensures safety provisions are in place prior to the start of work.
  • Maintaining positive relations with technical engineering contacts at Cameco Corporation while performing AECL operational responsibilities stipulated in the Transition Services Agreement.
  • Collecting data, assembling and analyzing the data from process monitoring and environmental systems. Developing complex reports for approval by the Manager, WFO and submittal to NRCan, the CNSC, and other jurisdictional authorities in accordance with the established reporting protocols and frequencies.
  • Participating in public meetings, hearings and other forums convened to review or discuss the WMF/LTWMF operations and leading tours of the facilities for stakeholders and approved visitors.
  • Maintains up-to-date knowledge of the progress of the project to establish the new LTWMFs and undertaking preparations to ready the Welcome and Granby WMFs for the construction period, commencing in ~ 2011/12.
  • Interfacing with the Design Consultants and Construction Contractors hired to engineer and build the LTWMFs to ensure they understand the operating requirements and the commissioning and turnover requirements are fully defined and systemically implemented.
  • Implementing the Corporate AECL and Research Technology and Operations (RTO) initiatives that apply to the WMF/LTWMF operations.
  • Other duties as required.

Qualifications:

  • University graduation in engineering or applied science or equivalent experience resulting in a sound knowledge of some engineering speciality and significant related engineering working experience.
  • Experience in a licensed or regulated environment would be an asset.
  • Demonstrated team leadership skills, including the ability to develop a collaborative team oriented to work in accordance with prescribed procedures
  • Good judgement and ability to perform under stress when confronted with emergency, unusual or hazardous conditions.
  • Demonstrated ability to work as an effective team member and to respond to challenging schedule demands.
  • Ability to perform a variety of duties and tasks without loss of efficiency or composure.
  • Must have good communication and leadership skills to encourage participation of team members in a quality operation to meet WMF Operations and Company goals.
  • Consistently works to high standards and demands the same from others.
  • Must possess a strong sense of responsibility and the ability to work without direct supervision.
  • Models expected operations behaviours.
  • Must understand and follow safe work practices to complete work safely, efficiently and effectively.
  • Must have an excellent understanding of emergency procedures and criticality safety principles.
  • Proven organizational and work planning skills.

  • Strong written, oral and presentation skills.
  • Ability to work shift schedule if required.
  • Willingness to be on-call.
  • Licensed with Professional Engineers in the province in which you practice or must be in the process of obtaining a license within the relevant provincial association.
