The Contacts Agent/Buyer is responsible for the procurement of all goods and services including complex items and contracts while ensuring compliance with customer requirements and while following the rules set forth in the Purchasing/Procurement Policies and Procedures.
The Contracts Agent/Buyer is responsible for developing a working model for strategic sourcing
and ensuring that strategic sourcing contracts are properly and effectively executed. All products and services shall be purchased meeting the requirements of the “client”, jurisdictional authorities and Company Policies & Procedures in a timely and cost-effective manner.
He/she initiates, leads or assists in the negotiation of, and executes the formulation and legal review of supplier contracts; develops standard terms and conditions and applies same considering contract types, safety requirements, insurance requirements, commercial integrity, liability, etc.; identifies and analyzes potential commercial risks and liabilities associated with proposals and contracts and initiates appropriate risk and liability avoidance or minimization.
Qualifications
· Bachelor’s Degree or three (3) year College Diploma in an area such as Business Administration, Commerce or Supply Chain Management plus seven (7) years pertinent experience or equal education and experience.
· Experience in developing and administrating strategic supply related contracts and sourcing initiatives
· Experience in developing and maintaining Supplier relationships
· Sound knowledge of legal and ethical purchasing and business practices through knowledge of applicable materials, products/services, sources of supply and market trends.
· Experience and judgement to assess, recommend and initiate changes in Supply Strategies and related processes.
· Knowledge in procurement QA best practices and procedures
· Knowledge of code and jurisdictional requirements for goods/services
· Must be able to work independently establishing priorities in meeting conflicting requirement deadlines.
· Willingness to devote additional/extended hours and work under pressure is required.
· Must have initiative and promote continuous supply chain related process improvements within RTO and the customer/client base
· Good working knowledge of Oracle Purchasing and iProcurement modules or similar ERP systems
· Enrolment in Purchasing Management Association of Canada (PMAC) or similar Supply related organization would be an asset.
