The Stored Liquid Waste Cementation (SLWC) Project is one of the largest and highest priority major projects being conducted under the Nuclear Legacy Liabilities Program (NLLP). As such, the project receives considerable oversight by the AECL Nuclear Laboratories (NL) leadership and Natural Resources Canada (NRCan) officials responsible for the NLLP. The project is anticipated to extend over ~8years, with the bulk of the project’s activities occurring over the next 3-4years. The project involves the necessary preparations for removing radioactive liquid waste from 14 underground storage tanks and solidifying this waste in a form suitable for long-term storage in a repository. This will involve sampling of the tanks, testing of the solidification process, completion of design, construction of mobile skid-mounted cementation system(s) as well as required retrieval and transfer equipment. The project has high regulatory interest and is identified as a high priority environmental risk to be addressed at the CRL site. This is a complex project conducted in the nuclear regulator environment at the Chalk River Laboratories (CRL) site and involves dealing with nuclear materials. It includes project management stages, with a nuclear context, including: concept development, engineering, safety analysis and licensing, technical procurement, construction/installation, commissioning and decommissioning/demobilisation work scopes.
The Project Manager, Stored Liquid Waste Cementation, must have experience with the management of radioactive liquids in a project environment. This would most likely be attained through experience in working at a nuclear site, ideally a nuclear site that is undergoing decommissioning. The Project Manager will have technical expertise in the field of radioactive liquids and would ideally have experience with managing historic radioactive liquids that are not fully characterized. In particular, the project manager must have experience in transitioning projects from a strategic assessment phase into implementation. This would include experience in managing the following processes unique to this project: sampling/testing radioactive liquids, conducting options assessments for enabling capabilites, designing and contracting of radioactive liquid retrieval systems. In addition, the Project Manager must meet the general requirements of a Project Manager, within AECL. These requirements are: accountablility for the complete delivery of large-scale, high-risk, projects of critical significance to the ongoing success of AECL and the Nuclear Laboratories, characterized as multi-year in duration, often involving substantial safety and licensing requirements with many internal and external regulatory interactions, contracts requiring substantial negotiation of terms and conditions, having many work packages, resources and interfaces to manage, and involving a significant financial commitment .
The general responsibilities of a Project Manager, within the Nuclear Laboratories are described as follows: The Project Manager (PM), is accountable for the complete delivery of large-scale, high-risk, projects of critical significance to the ongoing success of CRL and the RTO, characterized as multi-year in duration, often involving substantial safety and licensing requirements with many internal and external regulatory interactions, contracts requiring substantial negotiation of terms and conditions, having many work packages, resources and interfaces to manage, and involving a significant financial commitment
Duties

· The Project Manager has the following responsibilities:
· Manages high-risk projects of critical significance to the ongoing success of CRL and the RTO, characterized as multi-year in duration, often involving substantial safety and licensing requirements with many internal and external regulatory interactions, contracts requiring substantial negotiation of terms and conditions, having many work packages, resources and interfaces to manage, and involving a significant financial commitment
· Using extensive knowledge of business and management principles, manages all aspects of project planning, budgeting and resource allocation, through discussions with internal clients to define the scope of the project, deliverables and timing. Builds and sustains large project teams, and sets priorities /clarifies goals.
· Reviews and approves work breakdowns, cost estimates, baseline schedules and project changes requested by AECL or internal clients.
· Authorizes project expenditures and procurement requisitions; e.g. purchase orders, invoices and expense claims within higher limits of authority.
· Manages the collective and individual performance of large project team members, (typically more than a dozen contracted, seconded and/or AECL staff) through the establishment of project-related performance objectives, and the provision of both formal and informal performance feedback (appraisal) mentoring and guidance to ensure project(s) success.
· Motivates project team staff to deliver quality results on time and on budget, and coaches/mentors others for success.
· Defines roles and responsibilities, and manages performance, including discipline, appraisals and merit allocations. Provides constructive feedback including disciplinary action if required or the termination/re-negotiation of external contracts.
· Secures external and internal resources to execute the project;
· Establishes and controls the project scope and manages the risks and regulatory commitments within project scope;
· Approves project scopes of work and determines project priorities and the division of responsibilities;
· Establishes and administers project budgets and schedules, and approves changes to them;
· Manages and reports on project performance to clients, senior management and other stakeholders; and
· Participates in management team meetings related to project performance, priorities and staffing.
Qualifications
· The Project Manager, has a degree from an accredited university in a discipline relevant to project management, engineering, applied/building sciences, business or commerce and an excellent track record for leading large projects to successful conclusion. The Project Manager, has at least ten (10) years of progressively responsible project experience, or equivalent combination of education and experience, in a senior or lead project capacity.
· The Project Manager for the SLWC Project has a strong knowledge based of the technical aspects supporting the SLWC Project: nuclear facility decommissioning; radioactive liquid handling, radioactive facility operations, nuclear facility design and engineering, radioactive waste management. Direct experience with a similar challenge addressing radioactive liquid legacy liabilities would be a significant asset.
· Typically, has achieved PMP or AACE certification.
· The Project Manager, has demonstrated experience in applying all of the 9 project management knowledge areas (Scope; Cost; Time; QA; Communications; Human Resources; Risk; Procurement; Integration), , high risk projects.
· The Project Manager has demonstrated experience in all of the typical phases of a project lifecycle (e.g., Project Definition, Concept Development, Detailed Design, and Construction, Commissioning, and Decommissioning phases).
· Within each phase, knowledge and experience in applying the processes for initiation, planning, executing, controlling and closing is required.
· The Project Manager, has an extensive understanding of federal licensing regulations, nuclear codes and standards, and environmental regulations and standards. The Project Manager , has extensive knowledge of the interrelationship of the outputs and interdependencies of those functions engaged to provide project activities of AECL’s project management and review process (SRC, OCE review, Risk Review Panel; Safety & Licensing).
· The Project Manager (, has extensive knowledge of processes related to strategic planning, human resources, and the management of people. The Project Manager, has strong general management skills, including planning, budgeting, resourcing, time management, negotiation skills, contract management and administration, and progress reporting for an executive audience.
