| The Port Hope Area Initiative Management Office (PHAI MO) is responsible for leading the cleanup of historic low-level radioactive waste situated in Port Hope and neighboring Port Granby (Clarington). Reporting to the manager of stakeholder relations and communications, this position will provide coordination and frontline leadership for the complaints-resolution program (CRP) and one or more CRP officers. This complaints-resolution process is mandated – as a follow-up program to the environmental assessment study and screening reports – as the means to “resolve complaints received from community members and to determine the need for, and nature of, additional socio-economic measures”. Accordingly, the PHAI MO must have the personnel in place to administer this program. Duties Specific responsibilities will include: - working with management and other key stakeholders to coordinate the PHAI MO's complaints-resolution program (CRP);
- working with complainants and other interested parties to review and resolve PHAI-related complaints, including determining course of action (e.g. negotiation, mediation), assigning resources, and negotiating resolution based on a pre-determined set of principles;
- establishment of systems, including databanks, to monitor and report on the status of complaints;
- providing advice and regular updates to the manager, stakeholder relations and communications, and other internal stakeholders on the CRP and the status of ongoing complaints;
- develop and recommend a communications plan to increase awareness of the CRP within the community and among key stakeholders;
- liaison with federal government partners, the municipalities of Port Hope and Clarington, industry and the private sector, to maintain the relationships and trust needed to effectively coordinate the CRP;
- integration of CRP awareness, as appropriate, into the planning and implementing of public events, seminars, workshops and meetings – including the development of printed materials, such as fact sheets, and speaking with people at events;
- direct supervision of one or more CRP officers within the section; and
- other duties as assigned by the manager, stakeholder relations and communications.
Qualifications - Five to seven years experience in formal and informal conflict/dispute resolution, ideally in a community setting;
- knowledge of a variety of dispute-resolution techniques and their appropriate application, as well as current trends and developments in the field;
- Bachelor's degree in business, psychology, sociology or other relevant field, or equivalent combination of education and experience, including formal training in alternative-dispute resolution (negotiation and mediation);
- excellent verbal and written communications skills;
- strong analytical skills to understand and reason through complex information, and the ability to write administratively and legally sound reports outlining the resolution/disposition of complaints;
- a legal background and/or significant knowledge of the legal system;
- experience supervising people-oriented programs and small teams;
- a diplomatic and unbiased approach in dealing with the public and other stakeholders;
- excellent interpersonal skills, along with an ability to work cooperatively as part of a team and in a fast-paced, busy environment;
- computer literacy, including spreadsheet applications and database management; and
- Knowledge of environmental and socio-economic issues related to a major clean-up project considered an asset.
