What You'll Do - Assume a leadership "hands-on" role in key strategic programs with experience in all aspects of contracting acquisition life cycle (pre-award, administration, invoicing, negotiating, and contract closeout).
- Mentor, coach, and provide team building techniques to facilitate positive interactions with contract, program and management personnel.
- Single point of contact for all contractual activity on assigned pursuits, programs and special projects.
- Work independently, efficiently and cooperatively in co-located program areas.
- Draft, review, negotiate and recommend solutions to senior management on all relevant contractual details.
- Work closely with U.S. Government Auditors, Consultant Auditors and Internal Corporate Auditors.
- Develop and maintain management level relationships with key internal and external customers.
- Lead the preparation of cost proposals, responses to fact-finding questions and financial data for contract negotiations.
- Conduct financial presentations and cost reviews for internal and external representatives.
What You'll Need - Bachelor's degree in related field, plus 10 or more years of experience.
- Demonstrated background of legal, business, regulatory, and programmatic aspects of federal government, Prime and subcontract management.
- Experience with NASA, other Federal Agencies and/or major Aerospace primes and subcontractors preferred. Experience in commercial (non Federal) contracting is desirable.
- Broad experience in reviewing and responding to comprehensive RFPs to include: terms/conditions, Reps & Certs, negotiation strategies, PNMs, technical/price evaluation, etc.
- Experience with developing and administering award fee, incentive fee, cost reimbursement, fixed price, and T&M contracts.
- Understanding of program requirements and document cost, schedule and technical performance impacts of changes to program requirements.
- Ability to provide guidance and training to program manager, technical leads in the areas of cost estimating, schedule development; cost/schedule performance measurement, analysis and government regulations compliance.
- Demonstrated experience with all facets of large and complex Prime and Subcontract request for proposals, teaming arrangements and non-disclosure agreements, audits and property issues.
- Previous experience developing and implementing negotiation strategies with assertive program offices preferred.
- Decisive leader with strong conflict resolution skills and able to adapt quickly in a changing business environment.
- Strong oral and written communications skills, computer fluency, agile and effective negotiator with clear oral and written explanations required.
- Must be able to work a variety of complex issues at one time with minimal direct supervision.
- In addition to the typical educational and experience requirements, a demonstrated capability to adequately perform the essential functions and responsibilities of the position and exhibit the skills and competencies of the grade level should be considered. Each higher level degree, i.e. Master's degree or Ph.D. may substitute for two years of experience.
- Two years of related experience may be substituted for each year of education.
