What You'll Do

 

      Perform senior level “hands-on” contract and subcontract functions for classified/unclassified programs that impact all aspects of NASA and DoD government contracting activities: Pre-award (non-disclosure agreements, teaming agreements, RFP reviews, proposal submission, Terms and Conditions review and analysis, completion of Reps & Certs, negotiations, Certificates of Current Cost or Pricing Data, etc.); Post Contract Award/Administration (,Ensure all contract requirements are met, track GFP, recommend CLIN realignments as necessary, administer funding Mods, identify changes and submit change proposals as required, resolve invoice issues, etc.); and Contract Closeout actions.

      Prepare and maintain required contract documentation in accordance with company policy. Become proficient on company internal systems. 

      Facilitate positive interactions with on-site program mangers, Operations Director, and contracting supervisor, Business Analyst, and Pricing personnel located in geographically separated offices.

 

What You'll Need

 

  • BS in a related field is preferred, minimum 10 years of NASA and/or DoD contracting and subcontracting experience is required.
  • Demonstrated background of legal, business, regulatory, and programmatic aspects of federal government and NASA contract and subcontract management. 
  • Experience developing and implementing comprehensive proposals to include: terms/conditions, Reps & Certs, negotiation strategies, GFP, PNMs, technical/price evaluation, developing cost and business proposal volumes, etc.
  • Experience with award fees, incentive fee contracts, cost reimbursement, fixed price, and T&M contracts preferred. 
  • Experience with all facets of pre-award planning/execution of multi-million dollars acquisitions, teaming arrangements, non-disclosure agreements with subcontractors to support short cycle acquisitions.  
  • Previous experience developing and implementing negotiation strategies 
  • Experience with Cost Point and developing Small Business Plans
  • Decisive manager with strong conflict resolution skills and able to adapt quickly in a changing business environment.
  • Strong oral and written communications skills, computer fluency, agile and effective negotiator with clear oral and written explanations required.
  •  Must be able to work a variety of complex issues at one time with minimal direct supervision. 
  • In addition to the typical educational and experience requirements, a demonstrated capability to adequately perform the essential functions and responsibilities of the position and exhibit the skills and competencies of the grade level should be considered. Each higher level degree, i.e. Master's degree or Ph.D. may substitute for two years of experience. Two years of experience may be substituted for each year of education.
