The Canadian Nuclear Safety Commission regulates the use of nuclear energy and materials to protect the health, safety and security of Canadians and the environment; and to respect Canada's international commitments on the peaceful use of nuclear energy.

In addition to nuclear power plants and nuclear research facilities, the CNSC regulates numerous other uses of nuclear material. Some examples include radioisotopes used in the treatment of cancer, the operation of uranium mines and refineries, and the use of radioactive sources for oil exploration and in instruments such as precipitation measurement devices.

The CNSC is an independent agency of the Government of Canada and operates in a transparent manner. Its operations are open to formal public scrutiny.

Summary of duties:

The successful candidate will have a challenging position as part of a well qualified team.

As a Reliability and PSA Specialist, you will:

  • Review reliability models and Probabilistic Safety Assessments submitted by the licensees for correctness, completeness and compliance with regulatory requirements.
  • Assess the validity of licensee´s submission using reliability and/or probabilistic arguments.
  • Review various requirement documents and methodology documents from reliability and risk perspective, such as Licensing Basis, safety design guides, design requirement documents, etc.
  • Lead/participate in audits and inspections of licensees activities to evaluate compliance with regulatory requirements.
  • Make recommendations to senior management and to the Commission regarding the performance of nuclear facilities and licensees compliance with regulatory requirements.
  • Participate in the development of regulatory policies, standards and guidance pertinent to your field of expertise.
  • Participate in international forums (e.g., IAEA, OCDE/NEA).

Qualifications:

To be considered for this position you must have:

  1. A university degree in Science or Engineering ;
  2. Hands-on in-depth experience in Reliability and Probabilistic Safety Assessment ;
  3. Experience in developing regulatory standards and/or guideline documents;
  4. Experience in hazards analysis;
  5. Experience in the assessment of technical submissions;
  6. Experience in the conduct of inspections, investigations or audits related to the nuclear industry.

Asset Qualifications:

  • Master's level degree or higher would be an asset.
  • Hands-on in-depth experience in Reliability and Probabilistic Safety Assessment in the nuclear field.

Knowledge:

  • Expert level knowledge in Reliability and Probabilistic Risk Assessment;
  • In depth knowledge in hazards analysis, accident analysis and safety analysis;
  • in depth knowledge in nuclear reactors design and operation (knowledge with both CANDUs and LWRs would be an asset);
  • Knowledge of Canadian Nuclear Safety Act, Regulations and supporting guidance documentation;
  • Knowledge in relevant safety codes and standards such as: CSA, IEEE, IAEA, etc.;
  • Knowledge of inspection, investigation or audit techniques, procedures and practices;
  • Knowledge of the principles and practices of project management;
  • Knowledge with the development of procedures or guides documents.

Skills:

  • Oral and written communication in English. (A written test may be administered in English)

NOTE: Candidates may be required to undergo formal assessment and testing to confirm some or all of the requirements.

Conditions of Employment:

  • Pre-employment medical evaluation.
  • Security Clearance: Reliability Status.

This position requires a Canadian Reliability Status Security clearance. The security clearance is a basic condition of employment and normally requires that you have five (5) years of verifiable personal background history. History that cannot be verified may be grounds for denial of clearance.
