DRS C3 & Aviation Company is a world leader in Naval display consoles and is a leading supplier of networked and integrated sensor control systems for military and homeland security missions.  DRS C3 & Aviation Company incorporates dynamic technologies in command, control, computing, and communications to provide new approaches for seamless homeland security, homeland defense, and military operations. 

 

Our solutions for force protection, undersea warfare and ship self-defense incorporate our virtually undetectable radar, day/night video and a multi-sensor tracking system to provide highly accurate detections and tracking of targets.  Designed and built  for border, coastal/port defense, and surveillance the systems automatically identify and classify moving ground and shallow-water targets, contributing to national security objectives to safeguard borders, littoral regions and valuable assets from terrorist acts.

 

We operate on a 9/80 work schedule, all employees work 80 hrs in 9 days and have every other Friday off. 

Position Summary

DRS is a leader in securing the borders of this the nation and others.  DRS is looking for an experienced individual to manage international programs in the Border and Force protection Business area.  The Program Manager will be responsible for overseeing the planning, staffing, and budgets for a  major program  to ensure the timely delivery of contractual commitments to clients/customers. Typically have budget or profit/loss responsibility, ensuring adherence to schedules, budgets, and other contract terms. Typical program(s) under management range from $10 million to $40 million in annual revenues and involve 10-20 employees or contractors.  This particular individual will be responsible for Programs that are International Border security programs.  The successful candidate will lead execution of existing work and lead the development of follow-on business development activities for the programs assigned.  He/She should be a very hands on individual, being both contributor and manager.  He/She will also work closely with business development for new business opportunities in this business area and will participate in the development of strategic and operating plans.  He/She will be responsible for meeting Bookings, Revenue and Profit targets for the assigned Program.  This position requires significant travel including frequent travel to coordinate with other DRS locations and customers in their home country. 

 

Duties and Responsibilities

·         Manages a staff in the program office toward the execution of the business plan and contract requirements, including mentoring, deconflicting resource conflicts and setting priorities.

·         Analyzes program performance and advises management of financial, cost, technical and customer satisfaction status of programs.

·         Maintains relationships with existing customers in order to assess customer satisfaction, identify potential and actual problem areas, and resolve difficulties. Maintains contact with appropriate Company personnel, other contractors and customers, and, where appropriate, enters into bid teaming arrangements with other companies in order to pursue business opportunities.

·         Ensure proper staffing and execution of program within cost and schedule constraints.

·         Plan, coordinate and conduct internal and customer program and design reviews;

·         Manage program scope changes and customer expectations;

·         Brief  Management and/or end customer personnel on program status and performance;

·         Maintain an on-going program of risk identification and risk mitigation plans;

·         Cultivate “follow-on” and new business;

·         Lead and participate in business development efforts with proposals and potential customer briefings..

·         Develop excellent working relationships with all stakeholders including customers, partners, suppliers, and all internal DRS engineering and functional leads.

·         Execute programs on time, within budget and in accordance with all contract requirements

·         Deliver budgeted financial performance: revenue, op income and bookings.

·         Advises Company management of the financial, organizational, and facilities and capital resource implications of new business opportunities resulting from bid and proposal activities.

·         Provide inputs to the line of business in developing operating plans

·         Analyzes programs and priorities, and the status of funding, potential growth, incumbent status, contracting-out trends, and competitive atmosphere.

·         Prepares annual Bid and Proposal budget for proper approval.

·         Prepares plans, reports and presentations on the status of current and proposed business. Reviews, writes and edits brochures and advertising.         

 

Basic Qualifications
  • Bachelor’s degree in Engineering preferred or equivalent education/training.
  • Minimum of 5+ years Program Management experience in Defense/Aerospace industry and experience managing $10M+ programs required.
  • Background in managing international programs and be familiar with both direct commercial work and US Foreign Military Sales (FMS) procurements.  
  • A strong Program Management Background and experience in Radar and/or Electric Optical based surveillance systems for coastal and land surveillance and/or command and control systems.    
  • Ability to travel including frequent (50%) travel to coordinate with other DRS locations and customers, to include overseas, is required.
  • Significant working knowledge of the International Traffic in Arms Regulations (ITAR).
  • US citizenship is required. Applicant selected will be subject to a security investigation and must meet eligibility requirements for access to classified information.

 

Additional Desirable Qualifications Skills and Knowledge

  • MS or MBA degree a plus.  Program Management Institute Certification preferred. 
  • Direct experience leading multi-million dollar Aerospace/DoD programs (R&D and Production) that are performed by integrated teams from multiple companies is desired. 
  • Successful track record in managing complex military electronics equipment programs as a prime contractor to a domestic or foreign military organization.
  • Experience throughout a program lifecycle from development through after sale support including proposal development, requirements decomposition, generation of system and subsystem statements of work and subcontracts, risk management, and continuous improvement efforts including implementation of annual cost reductions and spiral development processes for cost reduction and performance improvement.
  • Experience with earned value cost accounting and reporting; experience with metrics for assessing and reporting program progress and productivity.
  • Skills and experience in finance, contracting, export regulations, engineering, and manufacturing in order to manage those functions within a program.
  • Demonstrated ability in the areas of manpower planning, project reviews, scheduling and budget control: extensive experience with MS Project, PowerPoint and Excel, or similar tools.
  • Ability to travel in support of program and provide to customer interface; will work in collaboration and cooperation for the success of the team and the overall organization; capable of making sound decisions in the absence of detailed instructions and possess ability to develop innovative and timely solutions to problems.
  • Must have a portfolio of programs in which financial objectives (profit/loss, cashflow, sales) were achieved, also a portfolio of turnaround programs in which recovery was successful is preferred.
  • Strong communication skills (both written and oral) and presentations skills are required. 
  • Strong leadership and project management skills are required.
  • Experience in networked command and control systems and knowledge of C2 CONOPS a plus
