Job Title:                              Director Program Standards – People & Change

Department/Division:             Transformation Management Office (TMO)

Reports to:                             Chief of Staff – Transformation

This position is in the Transformation Management Office (TMO), which is a statutorily enacted, newly formed, temporary department at the MTA.  The goal of the TMO is to manage the MTA’s Transformation to OneMTA focused on delivering effective functions that support operations, safety and customer service.


Summary of Job:

The Director Program Standards – People & Change will focus on the people side of change, including changes to business processes, systems, and technologies. You’ll create and deliver strategies and plans to help employees maximize the adoption of new programs by honing methods of effective and sustained behavior change. The primary responsibility will be creating and implementing change management strategies and plans that maximize employee adoption and usage and minimize resistance. The change manager will work to drive faster adoption, higher ultimate utilization of and proficiency with the changes that impact employees. These improvements will increase benefit realization, value creation, ROI and the achievement of results and outcomes.



  • Apply a structured methodology and lead change management activities.
  • Apply a change management process and tools to create a strategy to support adoption of the changes required by a project or initiative.
  • Lead and implement change initiatives related to business processes and technologies.
  • Drive adoption and proficiency of changes within the organization in compliance with MTA’s Change Management methodologies.
  • Develop project strategies and plans, including but not limited to stakeholder assessment, communications, leadership alignment, organization transition, change readiness, capability transfer, and end-user training.
  • Oversee team execution in accordance with project plans, tools, and methods, and support resource planning and acquisition.
  • Develop short and long-term goals, KPIs, and objectives, and develop and execute against annual operational plan in concert with PMO.
  • Lead/facilitate meetings with client to ensure an understanding of the current company culture, and jointly develop a change adoption plan.
  • Provide direct support and coaching to front-line managers and supervisors as they help their direct reports through transitions.
  • Facilitate change management activities with cross-functional team members and stakeholders to understand and ensure adoption of the Enterprise Business Transformation.
  • Conduct impact analyses, assess change readiness and identify key stakeholders.
  • Support training efforts, provide input, document requirements and support the design and delivery of training programs.
  • Performs other related duties as requested by the Chief of Staff.  


Education and Experience:

  • BA or BS Degree in Organizational Development, Organizational Behavior, or Industrial/Organizational Psychology with a minimum of 10 years’ relevant work experience.
  • Change Management Professional and/or Project Manager certification, preferred.
  • Experience with large-scale organizational change efforts
  • Must be a leader who can influence stakeholders in written and oral communications.
  • Deep experience and knowledge of change management principles, methodologies and tools.
  • Exceptional communication skills, both written and verbal
  • Excellent active listening skills
  • Ability to clearly articulate messages to a variety of audiences
  • Ability to influence others and move toward a common vision or goal
  • Flexible and adaptable; able to work in ambiguous situations
  • Resilient and tenacious with a propensity to persevere
