 Summary of Job:

The TMO Head of Police, Security and Surveillance plans, directs and coordinates the transformation and business enabling activities relating to the protection, safeguarding, standards of conduct and security of the MTA’s people and properties, while ensuring peace and order with the entire MTA transportation system.  This role put in place the right people, processes and technologies (PeopleSoft, etc.) that will foster partnerships and efficient ways of working. These improvements will ensure the MTA has effective and equitable community oriented policing, security and surveillance strategies to positively impact policing and security operations and investigation processes and procedures. The TMO Head of Police, Security and Surveillance will aid the Chief Security Officer and liaise with other relevant stakeholders.

 The TMO Head of Police, Security and Surveillance is a change leader with experience driving change in large organizations, improving relationships with community organizations and other government agencies, and capable of gaining buy-in and support from the MTA Board.

 The TMO Head of Police, Security and Surveillance with partner with and support the Police Chief also to engage other police, city, state and federal authorities on all matter of security efforts to safeguard the riding public, employees and MTA systems and property.  In addition, this role will partner with MTAPD leadership to build a best in class police force that delivers fair, diligent, vigilant, helpful, and community minded policing.

 Duties:

  • Evaluates current procedures, practices, and precedents for accomplishing MTAPD activities and functions relative to police, security and surveillance
  • Understands all the tools, processes and technology relating to MTAPD or similar mobile/static mix security activities with the notion of a “mission”
  • Make recommendations on departmental rules, procedures and policies
  • Supports the MTA Chief of Police in executing organizational and operational changes
  • Partners with MTAPD leadership team to develop and ensure proper facilitation of training and development of staff
  • Ensures that police management personnel are trained with the highest community policing standards
  • Formulates a community relations plan to help improve MTAPD community police relations with the public, proposes it to the Police Chief.
  • Design, implement and sustain police, security and surveillance practices that will be adopted and used by employees
  • Helps operationalize overall strategy of securing MTA’s transportation system, partnering with NYPD to ensure effective interfaces
  • Reviews reports on crimes committed, arrests made, investigations conducted and other critical policing and security metrics to understand trends
  • Creates a plan to ensure fair and consistent police, security and surveillance practices across the MTA
  • Strategizes with MTAPD leadership to implement business continuity plans to limit risks to the MTA’s transportation system
  • Partners with MTAPD leadership to drive coordination and implementation of security programs with the police forces of the city, county, state and suburban communities within the MTA’s jurisdiction
  • Sets deadlines to ensure completion of operational security functions
  • Develops, maintains and implements the overall strategy for emergency and crisis management
  • Creates the framework required to reduce vulnerability to hazards within and around the workplace
  • May be required to perform public relations duties as needed
  • Other duties as assigned

 Education and Experience:

  • Bachelor’s Degree in Criminal Justice, Police Science, Public Administration or related field
  • Experience managing large scale projects with multiple deadlines and stakeholders
  • Advanced Degree is preferred
  • Minimum 15 years of policing and security experience (including law enforcement) is required
  • Required to have experience in both security and policing
  • Experience working with government agencies and community organizations
  • Demonstrated effectiveness communicating with elected and community officials
  • Demonstrated skill and comfort in proactively building relationships
  • Highly collaborative with exceptional interpersonal and relationship-building skills
  • Demonstrated experience building and leading a high performing team
