Summary of Job:

This position is in the Transformation Management Office (TMO), which is a statutorily enacted, newly formed, temporary department at the MTA.  The goal of the TMO is to manage the MTA’s Transformation to One MTA focused on delivering effective functions that support operations, safety and customer service.

The Director Program Delivery – Construction & Development (C&D) supports and provides TMO guidance on the execution and delivery of the Transformation Plan outcomes for MTA Construction & Development.  The Director coordinates and supports delivery of a portfolio of C&D Transformation initiatives where decisions have an impact across the whole organization - driving innovation, encouraging whole lifecycle thinking and defining consistent high-level policies, guidelines and standards to improve MTA capital program delivery and lower its acquisition and maintenance costs.  This position is responsible for partnering with C&D to drive changes that improve delivery of service to customers, maintenance of MTA’s asset base, support capital program planning, development and delivery and create public value as measured by improved asset performance, lower total cost of ownership for assets and controlled business risks.

The Director encourages strategic innovation and coordination of transformation initiatives across Central Engineering C&D and the agencies, including asset management related processes and protocols, business intelligence, open data, and analytics, to enhance management decision making and proactive management strategies. The responsibilities include setting a clear agenda, mapping out a specific timeline with achievable, short term goals, and establishing effective program management, resources and governance across the operating agencies and central functions to deliver the portfolio of transformation programs forward.

 

Duties:

  • Responsible for coordination of TMO and C&D transformation related workstreams and the associated program management, resource planning and quality assurance of these Transformation initiatives.
  • Work in partnership with central headquarters’ functions, Construction & Development (C&D) and agency executive teams to establish the strategic direction for the overall Capital Program function at MTA, and gauge opportunities and risks with an understanding of industry trends, new technologies and other issues.
  • With a focus on execution and benefit realization, coordinate the implementation of  management structures that provide accountability and oversight for capital program teams across the MTA Enterprise, meeting with stakeholders to discuss program priorities and objectives in the Transformation Plan, develop program plans and projects and ensure that the C&D Transformation program is appropriately resourced to achieve the MTA mandates for compliance with standards, regulatory and other requirements.
  • Work with appropriate partners in CC&D and across the MTA enterprise to define and communicate the value of a strong capital program management culture and the true cost of operating and maintaining safe and efficient public transit infrastructure that meets stakeholders’ expectations.
  • Establish a change management culture that fosters strategic innovation, collaboration and knowledge transfer, including working to break down organizational silos within the MTA.  
  • Work with C&D leadership to propose and develop analytical systems, methodologies and tools to better understand performance from a capital, maintenance and overall asset management perspective.
  • Partner with C&D to support initiatives that drive Capital Program Management excellence at the MTA through continuous improvement programs that evaluate and reengineer (as appropriate) business processes, establish performance metrics and enable operational and financial efficiencies and improvements that support the goals and objectives of the transformation plan.
  • Foster transparency and improved capital program performance by managing the development and implementation of an integrated and enterprise approach in capital programs, engineering and asset management that encourages open data, business intelligence, (BI), analytics, performance management and digital applications to help achieve the MTA strategic business objectives. 
  • Review MTA capital program processes and recommend best practices to ensure they are in line with internal, external and legislative requirements (FTA, FRA, FHWA, AASHTO, ISO, etc.)
  • Attend capital investment planning, engineering and asset management industry seminars to benchmark and gain knowledge on best practices for incorporation into MTA updates of internal staff’s job knowledge and skills/capabilities enhancement.
  • Manage, coach and train a team of internal TMO staff and external subject matter experts to execute the transformation plan efficiently and effectively, realizing defined outcomes.
  • Performs Transformation related special projects and other related duties as required

 

Education and Experience:

  • Bachelor’s degree in Civil, Mechanical, Industrial, Design or Electrical Engineering, business or public policy and management, transportation planning or related discipline.  An equivalent combination of education and experience may be considered in lieu of a degree. Master’s degree preferred.
  • A minimum of 10 years related experience with at least 7 years in a management role.
  • Must have ability to manage complex multifaceted programs that deliver short-term benefits as well as long-term organizational transformation, including strategy, business process, operational analytics, organizational development and information technology.
  • Demonstrate strong leadership and vision to conceptualize, communicate and drive the organizational change associated with capital program management, engineering, asset management, safety, operations, and risk management.
  • Well versed in engineering and ISO standards, life cycle cost modelling and federal mandated reporting requirements (FTA, FRA, FHWA, AASHTO).
  • Excellent project management skills with the ability to plan and manage projects that align business goals with solutions to drive process improvements.
  • Must have strong problem solving and analytical acumen to focus on results, organizational effectiveness, improvement and development.
  • Must demonstrate political savvy, sound judgment, effective communication (verbal and written) skills to build consensus among various stakeholders, resolve conflicts, balance competing priorities and drive realization of desired outcomes.
  • Proficient computer, quantitative and technical skills (i.e., Windows environment, Microsoft Office Suite), and strong business administrative skills (i.e., report and letter writing, time management).
  • Expertise in understanding capital program management processes, asset information standards, utilizing engineering systems, tools and technologies such as BIM and GIS.
