Reporting to the Program Director, the Clinical Operations Manager (COM) is responsible for managing the day-to-day operations after normal business hours. The COM creates an environment on the units that promotes collaborative teamwork, patient satisfaction, professional and skill development of staff, innovative thinking, constructive debate and greater autonomy in decision making. The COM embodies the mission, vision, values and supports achieving the strategic directions of Halton Healthcare. 

The COM is responsible for the implementation of the clinical program priorities identified by the Program Planning Group and the Board, as they affect these units. The COM is responsible for the quality of care provided on the units and continuously seeks to improve that care.

This is what you'll be doing:

• Provides support and leadership for the day to day operations of patient care departments after hours and on weekends.
• Acts as an on-site resource to provide leadership and support to staff, physicians, patients and families during other emergency situations and/or difficult situations which may arise.
• Execute the day-to-day activities of bed allocation after hours and on weekends.
• Liaises with on-site supervisors in support services and police & ambulance services as required.
• Escalates issues to the Leader on-call or Senior Leader on-call where appropriate.
• Ensures follow-up and communication with Manager/Directors on any relevant issues.
• Ensures care is safe, evidence based, competent, caring, and comprehensive in complying with professional, regulatory and hospital standards of practice.
• Ensures compliance with interdisciplinary patient care plans that include patient/family collaboration.
• Conducts regular rounds on all nursing units to maintain visibility, continuously tracks and determines alternate options for bed placements to mitigate congestion in ED and other admitting sources.
• Optimize resource utilization (including staffing resources) within the organization, re-organizing staff where appropriate to ensure safe and efficient workflow
• Provide co-ordination and supervision of patient admissions, discharges, and transfers utilizing HH flow and access tools, standards, protocols and current awareness of each unit’s status within the hospital.
• Develop and maintain a strong, effective liaison with members of the health care team in order to facilitate discharge and admission planning.
• Assess and make recommendations where process is not effective in facilitating flow.
• Responsible for tracking use of over census beds using developed tracking tool.
• Facilitates timely two-way communication of information among all stakeholders through regular staff, care team and program meetings as well as memos and committee work.
• OH&S compliant with demonstrated safety awareness and leadership.
• Identifies opportunities for cost savings and revenue generation within areas of responsibility.
• Develops policy and procedures related to patient care both corporately and unit based to provide guidelines to promote critical thinking and autonomy by front line caregivers.

• Undergraduate degree in a healthcare related field required (nursing preferred)
• Masters prepared or evidence of substantial completion preferred
• Current member and in good standing with a professional college required
• A minimum of 3 years of recent experience as a Manager in a similar hospital environment
• Proven leadership skills
• Track record of advancing quality of care and achievement of performance targets
