We are currently searching for a Talent Acquisition Specialist, Special Projects to join our Talent Acquisition team. Reporting to the Director, Talent Acquisition & Workforce Strategies, the Talent Acquisition Specialist, Special Projects oversees ministry funded recruitment and retention programs, and Unity network wide talent acquisition projects, focusing primarily on nursing fulfillment. This role will initiate, develop and execute recruitment strategies to identify and fill vacancies to support clinical pathways by maximizing ministry funded programs and Unity recruitment projects. The Talent Acquisition Specialist, Special Projects is a subject matter expert, working with hiring managers to provide service and consultation for mid to senior level, union and non-union roles throughout the end-end recruitment cycle. Summary of Key Responsibilities & Activities: Special Projects: - Liaise with hiring managers and Talent Acquisition Specialists to fulfill clinical vacancies by leveraging ministry funded programs.
- Support ministry funded clinical hiring initiatives across Unity Health Toronto focusing on career pathways for internationally educated nurses.
- Foster the continued development of the Supervised Practice Experience Partnership (SPEP), supported by the College of Nurses of Ontario, to provide Internationally educated nurses (IEN’s) with Canadian clinical experience to support their registration ultimately, to recruit and retain these participants as Unity Health Toronto employees.
- Continue to build a pipeline of Unity, Clinical Extern (CE), students and learners to gain experience at Unity Health Toronto and transition them to Unity Health Toronto employees upon completion of their studies.
- Effectively communicate and support a successful integration of the Nursing Graduate Guarantee (NGG) program, offering enhanced orientation to recently licensed nurses, ultimately to hire and retain these nurses at Unity Health Toronto.
- Maximize fulfillment of approved incentives offered by Ontario Health Force to optimize the Community Commitment Program for Nurses (CCPN), nursing recruitment and retention program.
- Support the hire of foreign workers across Unity Health Toronto through various government programs, including, Provincial Nominee Program (Express and Non-Express Entry Applications), OINP (Ontario Immigrant Nominee Program) and LMIA (Labour Market Impact Assessment).
- Receive and review requests from Unity employees seeking permanent residence status. Initiate and advance all employer documentation to support these employees in key roles across the Unity network.
- Strengthen the Unity Health Toronto employee referral program by increasing employee referrals, with a focus on nursing vacancies and other clinical roles across the network. Develop the strategy and communication plan for the program and track referrals and referral payments accordingly.
- Initiate, develop and administer various clinical recruitment projects supporting Unity’s Clinical Vacancy Recruitment Initiative program.
- Liaise with ministries to administer clinical recruitment incentive programs including but not limited to, Ontario Health Force, College of Nurses of Ontario and the Ministry of Health and Long Term Care, including applicable reporting requirements.
Recruitment Operations: - Conduct a thorough needs analysis with client group hiring managers to determine requirements for new or existing jobs, recommending appropriate sourcing strategies to ensure accurate and timely posting and fulfillment.
- Seek input from hiring managers on applicable posting sites to attract multiple applicants, and ensure that these managers are aware of and accept associated posting costs.
- Facilitating discussions and contracts with external search firms for complex and unique vacancies that require recruitment search assistance.
- Creating, reviewing and providing managers with the updated recruitment documentation, including, but not limited to, interview guides and scoring sheets.
- Leverage knowledge of the job, job posting policies and legislated requirements to ensure job postings accurately reflect the job.
- Manage new RN hiring through the Health Force Ontario (HFO) Administrator to ensure correct processes are followed and all reporting requirements are met.
- Ensure to keep hiring managers informed on the timing of job requisitions, from posting through to hire, including sites and strategies engaged for job postings.
- Ensure consistent follow through to facilitate a timely execution of the full cycle recruitment process from vacancy through to hire.
- Participating actively in the recruitment and selection process, including; prescreening of resumes, preparing interview guides, and conducting interviews, and more.
- Attending and participating in interview sessions; playing an active role guiding the interview panel on consensus scoring matrix and influence decision making on top candidate based on scores and seniority if the position is unionized.
- Adhering to respective collective agreement requirements for unionized roles and ensuring hiring managers are aware of these requirements in order to facilitate compliance.
- Consult with hiring managers to advise on the recruitment and selection policy, service level agreement, and legislated requirements to ensure job postings, the interview and scoring process and all other recruitment and selection processes meet legislative requirements and UHT policies and procedures.
- Advise union representatives of any/all Collective Agreement (CA) article that is being challenged.
- Execute hiring decisions with the hiring Manager and panel members, bringing forward union obligations, utilizing high consultative skills to facilitate situations, where hiring managers may wish to hire outside of practice or guidelines.
- Responding to questions and inquiries received over the telephone and/or by email, in a timely manner.
- Performing administrative responsibilities, including responding to questions and/or inquiries received by telephone and/or email in a timely manner and developing reports and presentations as required.
- Providing excellent and optimal customer service to respective client groups.
- Leverage the applicant tracking system to ensure the recruitment process is followed consistently by you and your clients.
- Consult with hiring Managers to ensure that all recruitment and selection activity is rooted in the organizations’ philosophy, culture, mission, values, goals and objectives and demonstrate these required behaviours in your daily communications and activities.
Overview of Requirements: - Undergraduate degree in Human Resources Management or related discipline is required
- Proficient knowledge and skill in Microsoft Office, Internet, Email, ATS and HRIS applications required
- Minimum five (5) years recruitment experience working in a customer focused recruitment department in a multi union and multi- disciplined organization required
- Must have experience working in a healthcare environment
- Experience working with Collective Agreements and applying the various agreement terms, as it pertains to recruitment required
- Proven consultative experience in the area of recruitment is required
- Experience working with an applicant tracking system is required
- Experience working as a team player, in a collaborative environment required
- Experience working in a fast paced environment, with time sensitive deadlines
- Experience in providing day-to-day guidance to other members of the team
- Must have influencing and negotiating experience and skills
- Experience working with external search firms and asset
- Outstanding interpersonal, relationship building, communication and customer focus skills
