UHN Data & Analytics supports UHN’s growing demand for data, data-driven insights and helps TeamUHN ensure the needs of the patients come first. Our collective goal is to better see, understand and use data to help UHN become a data-driven organization, which will help us achieve UHN’s strategic goals and ultimately advance care, research and education. UHN Data & Analytics supports UHN in data-driven decisions, data literacy, performance improvement, data governance, data infrastructure/tools, advanced analytics, and automation.

The Performance Improvement & Excellence (PIE) team works under the direction of the Chief Data & Analytics Officer and in tight partnership with clinical & administrative leadership, to lead and manage performance improvement and transformation initiatives, using data, to accomplish measurable outcomes.

THE GATTUSO CENTRE FOR SOCIAL MEDICINE:

The Gattuso Centre for Social Medicine seeks to address health inequities, working alongside community organizations, UHN clinicians, marginalized populations, persons with lived experience, patients, and all levels of policymaking to co-design, evaluate, and scale innovative data-driven programs that lead to better health. Applying a social determinants of health approach, the Social Medicine and Population Health Program aims to bridge health services and the broader social environment of UHN’s most medically and socially complex patients with the highest needs through the design, implementation, research and evaluation of new care models and initiatives to address the health implications of inequity.   

The Senior Analytics & Evaluation Specialist applies advanced knowledge and skills to provide analytical and research support towards this goal through the collection of data that inform program priorities and evaluate program outcomes.  

OVERVIEW OF THE POSITION:

Cross-appointed between UHN’s Data Analytics and Gattuso Centre for Social Medicine programs, the Senior  Analytics & Evaluation Specialist will play a critical role in shaping the initiatives within the Social Medicine program that seek to improve the delivery of care for marginalized and underserved populations. The Senior  Analytics & Evaluation Specialist will work closely with the evaluation team at the Population Health Analytics Lab based at the University of Toronto’s Dalla Lana School of Public Health to support research and evaluation. As a member of the Data & Analytics team, the Senior Analytics & Evaluation Specialist exercises considerable judgment and independence in supporting corporate, strategic and operational initiatives. The responsibilities include:

  • Design data collection processes, collect and analyze data, lead data reporting and data visualization activities
  • Work closely with program team to conduct surveillance and reporting activities that respond to public health and population health needs and emerging issues, including the COVID-19 pandemic
  • Execute computer programs for data extraction, data set creation and analysis using spreadsheets and statistical software packages (e.g., Excel, Stata). Problem solve or troubleshoot when syntax or software is not performing 
  • Analyze and interpret data from large public health information databases such as iPHIS, the provincial CCM system, IC/ES, the Canadian Community Health Survey, the Rapid Risk Factor Surveillance Survey, and IntelliHealth 
  • Plan, implement and coordinate all aspects of data collection
  • Identify appropriate analytics solutions through stakeholder engagement, literature review and requirements gathering
  • Translate complex, technical information about public health, population health and social determinants of health
  • Engage relevant clinical, business and leadership teams to understand problems and current state and identify opportunities for improvement
  • Develop and implement analytics solutions through predictive analytics, modeling, simulation, dashboards and reports
  • Visualize complex organizational data to tell a story, derive data-driven insights and demonstrate value
  • Evaluate analytics solutions implemented to ensure sustainable value and improvement
  • Assists in interpretation of results and preparation of material for presentation, publication, and/or grants 
  • Representing Data & Analytics and the Gattuso Centre in a professional manner with clinical, education and research teams 
  • Maintain relationships with internal and external partners who frequently use and/or provide health data and work collaboratively with all areas of UHN and Data & Analytics
  • Perform other duties as assigned 

CANDIDATE STRENGHTS

Data & Analytics

  • Be proficient in data sourcing, predictive analytics, modeling, simulation, dashboard development and data visualization
  • Able to incorporate subject matter expertise, published literature, and evidence to develop innovative analytics solutions that meet program requirements
  • Able to determine business insights and opportunities through the collection, assessment, analysis and visualization of data
  • Possess knowledge and experience of the data and analytics life cycle
  • Business requirements knowledge in the areas of gathering and documenting requirements, workflow and process modeling

Project Management

  • Possess experience working on multiple projects from initiation to close-out, including scoping, planning, implementation, issue/risk management and benefits realization
  • Able to recognize problems, proactively research the best option, and utilize individual judgment and action to resolve them
  • Able to break down complex problems into manageable deliverables and perform root-cause analysis
  • Be organized, detail-oriented, adaptive, and client-focused
  • Possess strong stakeholder engagement, facilitation and communication skills
  • Be self-motivated, with the ability to work independently and efficiently 

CANDIDATE QUALIFICATIONS

  • An Undergraduate Degree in Health Informatics, Public Health or related field
  • Minimum 2 years of related experience in predictive analytics, dashboards, simulation, and reporting or equivalent
  • Minimum 1 year of related experience in project management
  • Hands on experience with the CIHI datasets, Discharge Abstract Database (DAD), National Ambulatory Care Reporting System (NACRS), Continuing Care Reporting System (CCRS), National Rehabilitation Reporting System (NRS), or other large data sets (e.g. Wait Times) is preferred
  • Experience designing and developing dashboards, routine and ad-hoc reports from multiple datasets
  • Demonstrated commitment to and understanding of equity, anti-racism, and anti-oppression principles and practices  
  • Knowledge of the Ontario health care system and public health and strong foundation in the social determinants of health, population health and health policy is an asset

SKILLS

  • Advanced proficiency in R, Python, SQL, MS Azure, MS Power BI and simulation software [e.g. Simul8];
  • Advanced proficiency in the Microsoft Office suite (Outlook, Visio, Project, PowerPoint, Word, Excel, and SharePoint)
  • Demonstrated well-formed organizational, time management, communication, decision making and facilitation skills
  • Flexibility working in a highly dynamic and fast-paced environment
  • Excellent analytical and problem solving skills with the ability to systematically analyze situations/issues, identify options, draw logical conclusions and determine/recommend practical courses of action
  • Excellent data analysis skills to identify patterns, visualize findings and communicate insights
  • Able to work with minimal supervision on moderately complex tasks
  • Able to work with multidisciplinary teams in a positive and productive manner
  • Able to effectively deal with high priority unscheduled tasks and problems
  • Experience developing presentations and presenting to various stakeholder groups including senior management
  • Experience in business writing skills and documentation
  • Familiarity with PMI project management lifecycle  

Considered an asset:

  • Knowledge of trends, strategic frameworks, and advances in data and analytics capabilities;
  • Experience working in a complex, public sector organization or healthcare institution;
  • Experience with programming [JavaScript, html, CSS, etc.]; 

There may be occasional travel associated with this position between UHN hospital sites.
